Solution

Your XML file includes a reference to a label.dtd file in a location where one does not exist.

Example
<!DOCTYPE labels SYSTEM "C:\Program Files\Loftware Labeling\batch\label.dtd">
Either remove this "doctype" reference from the xml file or make sure that a valid label.dtd file exists in the location specified.
